Add “Toggle Shield Counter” to playtester

Playtester can toggle multiple ability counters. Shield counters should probably be added to this list or an adjacent list. They’re not ability counters, but toggling them is still significant.

Attachments include an image of the Shield counter punch out card from SNC for the purposes of the icon that’ll show up beside the card.
