Restrict Card Searches to Cards in User's Collection

Add a deck list setting that restricts card search results (especially EDHREC recommendations list) to only cards in my collection. I’d love to build decks exclusively from cards I already own, but it’s not ideal to pull all of my cards out when theorycrafting/deckbuilding. - Wrinklebuns#9211
