Consolidate Deck Organisation (re Folders should be both private or public)

Currently I have tree of Folders seen at https://moxfield.com/decks/personal. I think Folders can be more.

1) controlling private vs public lists
2) Folders act like tags (so you can have one list appear in multiple folders. Removing a tag doesnt change other tags. You need an untagged option to say ‘hide by default’ or ‘make public by default’)
